Sharon Horsburgh

Principal Planner- MA, RPP, MCIP

Sharon Horsburgh is the founder and Principal of Bayshore Planning Services Inc. and a Registered Professional Planner with over 35 years of experience in land use planning and development across British Columbia. She began her career in local government, where she developed a strong understanding of regulatory frameworks, public-sector decision-making, and the planning processes that shape communities.

Sharon’s professional experience spans community and policy planning, agricultural, residential and mixed-use development, and industrial, commercial, and infrastructure-related projects, including waterfront and foreshore developments. She has led Official Community Plan reviews, rezoning and development permit applications, affordable housing and feasibility studies, and infrastructure-related planning initiatives, as well as projects involving marine access, waste and recycling facilities, and other operational land uses. This breadth of experience allows Sharon to approach projects with a balanced understanding of community objectives, operational needs, and regulatory requirements.

Throughout her career, Sharon has worked closely with local governments, Indigenous Nations, agencies, and multidisciplinary consultant teams to deliver practical, implementable planning solutions. Her collaborative and pragmatic approach helps clients navigate complex approval processes while ensuring projects are aligned with long-term community goals, environmental stewardship, and operational realities.

Kate Gilbert

Planning Analyst- AScT

Kate Gilbert is an Environmental Professional and Planning Analyst with over a decade of experience in environmental assessment, regulatory compliance, and land use planning. She holds a Bachelor of Natural Resource Protection and an Applied Science Technologist designation in Environmental Engineering Technology, with additional training in GIS, environmental monitoring, and regulatory processes.

Kate’s career combines field-based environmental work with planning and project coordination across residential, agricultural, commercial, industrial, and infrastructure-related developments. She has conducted environmental investigations and historical site reviews to support development approvals for a wide range of land uses, including housing projects, marine and foreshore developments, waste and recycling facilities, forestry and industrial operations, and transportation and fuel-related sites. This experience has given her a strong understanding of how environmental conditions, site history, and operational practices influence development feasibility and design.

At Bayshore Planning Services, Kate supports projects through site analysis, environmental review, GIS mapping, drafting, and technical reporting. She works collaboratively with planners, architects, engineers, biologists, and contractors to identify environmental constraints, assess risks, and develop practical mitigation strategies. Kate’s ability to quickly understand site operations and regulatory requirements ensures that project deliverables are technically sound, well-coordinated, and aligned with both planning objectives and environmental best practices.
